Deputy mayor of Tivat Vladimir Arsić was born in 1975 in Kosovska Mitrovica. He finished primary and secondary school in Tivat. He graduated from the Faculty of Electrical Engineering, majoring in electronics and telecommunications. He graduated from the reserve officers’ school.
He started his work and professional engagement in “Crnogorski Telekom” in 2000 as a system engineer for communication systems and information technology. He is one of the leaders in the development of broadband internet technologies, after which he was promoted to the main technical coordinator at “Crnogorski Telekom”, at the time of the privatization of that company by “Deutsche Telekom” in 2006.
Since 2013, Vladimir Arsić has been engaged as a technical director in the company “Network Communication”, and after that as an independent consultant on the improvement and development of telecommunication networks and services in the companies “Sat-Trakt” and “Walding” in Belgrade. He was a member of the council of the Agency for Construction and Development of the City of Kotor. He is a member of the Chamber of Engineers of Montenegro and a licensed engineer in the field of electrical engineering.
He started his political career in 2012, when he became a member of the local parliament in Tivat. He was the president of the municipal board of the Movement for Changes and Democratic Montenegro.
Since 2017, he has been performing the function of the Chief of the Cabinet of the President of the Municipality of Herceg Novi. He comes to the position of the vice president of the Municipality of Tivat from the position of the executive director of the communal company “Čistoća” in Herceg Novi.
He lives and works in Tivat with his wife Jelena and daughters Ivana and Jana.
Deputy mayor of Tivat Goran Božović was born in 1983 in Kotor. He finished elementary school in Tivat with great success and a diploma “Luca”, has been recognized as a student of the generation and national champion in history. At the same time, he finished the Elementary Music School in Tivat, majoring in accordion, also with great success. He finished high school in Kotor with great success and a diploma “Luca”.
He graduated from the Faculty of Philosophy in Novi Sad, Department of Psychology, with a grade point average of 9.62, and a grade of 10 on the graduate exam. He has a degree in psychology. In addition to his employment, he attended postgraduate – master studies at the same faculty, and passed all exams with a grade point average of 9.40.
For six years he served as Secretary of the Secretariat for Information Systems and Joint Affairs, and later as Head of the Service for Information Systems and Joint Affairs in the Municipality of Tivat, which was preceded by work as an independent human resources advisor in the Municipality of Tivat. He performed the function of the President of the Ethics Commission for Local Civil Servants and State Employees, as well as the function of the President of the Scholarship Commission in the Municipality of Tivat. The work in the Municipality of Tivat was preceded by work in the private sector on consulting in the field of human resources, as well as work in the Human Resources Management Service in the Government of the Autonomous Province of Vojvodina in Novi Sad. Since 2019, he has worked as a professional consultant in the private sector in sales, the field of tourism and information technology.
Since 2014, he has been a certified trainer in the field of leadership and human resources, and has successfully passed various trainings, seminars and workshops on communication skills, public speaking, business correspondence, negotiation, conflict resolution, project cycle management, etc.
He speaks English and has an ECDL certificate (international certificate for computer skills). He is the winner of many awards and recognitions, among which the award of the University of Novi Sad and the award of “Eurobank EFG” for the outstanding results achieved during his studies. He was a scholarship holder of the Municipality of Tivat and Montenegro. He has been successfully consulting in the field of life insurance for more than nine years, for which he has been awarded many times.
He is a prominent member of KUD “Boka” Tivat, formerly the artistic director of the performing folklore ensemble and soloist, and now the head of the veteran-recreational section and a member of the Board of Directors. He is a member of the Board of Directors of the Association of Folklore Ensembles of Montenegro and one of the few certified artistic directors in the field of folklore in Montenegro. During his studies in Novi Sad, he was the soloist of the performing folklore ensemble KUD “Svetozar Markovic”, and the artistic director of the preparatory folklore ensemble. He was also a part-time participant in numerous drama and ballet performances of the Serbian National Theater in Novi Sad, with over 50 performances on all major stages in Serbia, such as the Sava Center and the “Madlenianum” in Belgrade, but also in the region.
He is the founder and the first director of the NGO “Maškarada” Tivat. He is a founder and a creator and manager of the International Carnival in Tivat, an event that represents the most attractive event in Tivat and a new cultural and tourist brand. He is a respected member of the Federation of European Carnival Cities. By organizing numerous high-quality activities, it actively contributes to the preservation, affirmation and promotion of the culture and traditions of Tivat and Montenegro, in the country and abroad, and has won numerous awards and recognitions. As a member of the Yugoslav Red Cross youth, he was a drug prevention coordinator, certified first aid lecturer, lifeguard, member of the Montenegrin Red Cross Regional Polyvalent Unit for Disaster Action, and in 2002 in Stuttgart won first place at the unofficial World First Aid Championship as member of the Yugoslav Red Cross-national team.
As a prominent member of the “Nikola Đurković” scout detachment, Tivat won many awards and recognitions, among which the title of instructor of the first degree of the Scout Association of Yugoslavia, acquired in 1999, then the youngest in Yugoslavia (he was 16 years old), has passed the strongest and most significant expertise. The Scout Association of Yugoslavia “Partizan Scout”, and as a boy, with the team he led, he won first place at the 10th Meeting of Flyers and Bees of the Scout Association of Montenegro (competition in the youngest scout category) in 1994 in Ulcinj. Independently, as a minor, he successfully organized the Meeting of Poletars and Bees of Montenegro in Tivat in 2000.
He is a member of Matica Crnogorska – Tivat branch. He is a holder of the brown belt (I KYU) in karate, and a member of the Voluntary Fire Brigade in Tivat.
He is a family man, a devoted father and husband. He lives and works with his family in Tivat.
